Officially, America's drug warriors fear that farmers will hide pot plants in their fields, using the look-alike hemp plants to cover up a major marijuana operation. But as anyone who's ever actually grown marijuana can tell you, a field of low-THC hemp would be about the last place on Earth you'd want to hide your lovely, all-female, high-THC marijuana. Just as soon as your girls started to bud, the male plants among the hemp would have a "field day" fertilizing all those virginal ladies, instantly turning your weed into seed. The hemp plants might be proud papas, but from the smoker's point of view, your (very expensive) garden got ruined.
