STAMPING OUT WEED
In 1937, Congress approved the Marijuana Tax Stamp Act, which didn't make marijuana illegal so much as levy taxes on it's sale so high that nobody could afford to legally sell it. Commissioner of the Federal Bureau of Narcotics Harry Anslinger urged the Act's passage on the grounds that grass caused "murder, insanity, and death."
